OSC enters into contract with the Owner to oversee and manage the
planning, design and construction process
Services include awarding contracts, procuring materials, cost and schedule
monitoring, and reporting
OSC will manage either a General Contractor or Multiple-Prime Contractor, and
hold no sub or prime contracts
